Home and Community-Based Services (HCBS) Waivers
HCBS waivers provide care and support for people who meet the level of care required for a nursing facility or similar institution. Services are delivered in a person’s home or community and are based on an individualized care plan.
Which waiver programs are offered in California?

Developmental Disabilities (HCBS-DD) Waiver – For Regional Center clients with developmental disabilities.
Home and Community-Based Alternatives (HCBA) Waiver – For individuals with significant medical needs who require nursing-level care.
Assisted Living Waiver (ALW) – Supports eligible adults living in assisted living facilities instead of nursing homes.
Multipurpose Senior Services Program (MSSP) – Provides community-based services for adults aged 65 and older.
Medi-Cal HIV/AIDS Waiver – Provides case management and home-based services for people living with HIV.
Individuals may only participate in one HCBS waiver program at a time.
